
Prime Minister Abiy Ahmed (PhD) has officially extended the term of Tadesse Worede (Lt. Gen.) as the President of the Tigray Region’s Inclusive Interim Administration (IIA). The extension, effective from April 1, 2018, in the Ethiopian Calendar, grants the regional leader another year to oversee the complex recovery and administrative reconstruction of the northern region.
The decision was rooted in specific constitutional and legislative provisions designed for federal intervention and regional stabilization. The Prime Minister’s Office cited Article 62(9) of the FDRE Constitution, which governs federal responsibilities in regional affairs, alongside Article 14 of Proclamation No. 359/1995. Furthermore, the extension aligns with Regulation No. 479/2013, the specific legal instrument that established the Tigray Region Inclusive Interim Administration. These laws collectively provide the federal government with the authority to maintain an interim structure until permanent governance is established.
A critical factor in the Prime Minister's decision was the formal review of the past year's performance. Tadesse recently presented a comprehensive report detailing the progress of the interim government. The evaluation focused primarily on security stabilization, the gradual rebuilding of local government structures across the region, and the coordination of humanitarian efforts to facilitate the return of internally displaced persons.
Tadesse took the helm of the Interim Administration during a delicate period in Ethiopia's political landscape. His leadership is widely seen as a bridge between the regional interests of Tigray and the federal requirements of the central government. By extending this mandate for twelve months, the federal government appears to be prioritizing institutional continuity over a sudden political transition.
This stay of term provides the Tigray IIA with the necessary breathing room to finalize disarmament, demobilization, and reintegration (DDR) programs. It also allows for the continued preparation of the groundwork for future regional elections. The new term will run through the end of the 2018 Ethiopian fiscal year, during which the Interim Administration is expected to accelerate the restoration of full socio-economic services to the people of the Tigray region.
